This is not a futuristic utopia, but the vision behind the PM Surya Ghar: Muft Bijli Yojana, a bold initiative by our Prime Minister, lighting the way for a brighter and more self-reliant India.
What is it about?
The Prime Minister, Shri Narendra Modi, yesterday announced the launch of PM Surya Ghar: Muft Bijli Yojana, a rooftop solar scheme for free electricity.
The Prime Minister made the announcement on X, saying, “In order to further sustainable development and people’s wellbeing, we are launching the PM Surya Ghar: Muft Bijli Yojana. This project, with an investment of over Rs. 75,000 crores, aims to light up 1 crore households by providing up to 300 units of free electricity every month.”
“From substantive subsidies, which will be given directly to people’s bank accounts, to heavily concessional bank loans, the Central Government will ensure that there is no cost burden on the people. All stakeholders will be integrated to a National Online Portal which will further convenience.”
“In order to popularise this scheme at the grassroots, Urban Local Bodies and Panchayats shall be incentivised to promote rooftop solar systems in their jurisdictions. At the same time, the scheme will lead to more income, lesser power bills and employment generation for people.”
Challenges Ahead
With an investment of Rs 75,000 crore, this scheme aims to illuminate 1 crore low- and middle-income households with rooftop solar panels. It is an ambitious dream, but the reality so far paints a different picture. As of December 2023, only 11 GW of rooftop solar is installed, a far cry from the initial target of 40 GW. Why the lag? The burden often falls on individual consumers, navigating financing options and vendor choices, a maze for many.
Expanding DISCOMs’ Role
Here is where the unsung heroes of our power grid, the Distribution Companies (DISCOMs), can step in and become the game-changers. So far, their role has been limited to feasibility reports and meter installations. But imagine a world where DISCOMs become solar superheroes, actively engaging communities, mapping rooftops, and tailoring solutions to individual needs. Not just promoting existing schemes, they could become one-stop shops, guiding people through every step of the journey.
Think beyond just panels. DISCOMs could even adopt the RESCO model, leasing rooftops and installing systems themselves. This relieves consumers of upfront costs and burdens, while helping DISCOMs meet renewable energy targets. It is a win-win, empowering individuals and saving everyone money.
The benefits go beyond individual homes. Reduced power purchase costs can revitalize DISCOMs, enabling them to invest in grid modernization and efficiency. Imagine DISCOMs, once burdened by losses, becoming shining examples of sustainability and profitability.
Towards Energy Swarajya
But the most significant impact lies in realizing the idea of “Energy Swarajya“, self-reliance in energy. As India harnesses its sunshine, reliance on expensive fossil fuels diminishes, boosting energy security and reducing our carbon footprint. With every rooftop panel, DISCOMs can become instrumental in painting a greener, more self-reliant energy landscape for the nation.
